Turkey Brings in New Import Inspection Criteria for Some Textile, Clothing and Leather Products

On January 1, 2021, Turkey’s ‘Communique on the Inspection of Some
Textile, Clothing and Leather Products (2021/18)’ entered into force. This
regulates the procedures and principles governing the inspection of specified
products against relevant legislation in terms of human health, safety of life,
property and the environment, and consumer protection.

The communique was published in the Official Gazette No. 31297 on
November 7, 2020. It covers the import inspections for certain products specified
in the Customs Tariff Statistics Positions (GTIP) and will be subject to the
Free Circulation Regime.

The specified products include:

  • Leather goods
  • Handbags
  • Carpets
  • Clothing
  • Shoes
  • Bags
  • Gloves
  • Sleeping bags
  • Watch straps

These products are now subject to legislation on azo dyes (limited
to less than 30 mg/kg), some phthalates, (less than 0.1%), DOT (less than 0.1%)
and Chromium VI (less than 3 mg/kg (by weight 0.0003%)).

The relevant test methods for these substances are:

  • Azo dyes:
    1. EN 14362-1
    2. EN 14362-3 (4 AAB)
    3. ISO 17234-1
    4. ISO 17234-2 (4 AAB)
  • Phthalates (DEHP, DBP, BBP): CPSC-CH-C1001-09.4
  • Phthalates (DINP, DIDP, DNOP): CPSC-CH-C1001-09.4
  • DOT: ISO/TS 16179
  • Chromium VI: ISO 17075-1
