SGS Publishes Summary of Updates to Brazilian Baby Bottle and Teat Ordinance

SGS has published an overview of the updated
list of complementary documents showing conformity with Brazil’s ordinance for
baby bottles and teats.

On August 24, 2021, Brazil published an
updated list of complementary documents for showing conformity to the consolidated
assessment requirements for baby bottles and teats.

This follows the issuing of Ordinance No.
216 of May 5, 2021, (the Ordinance) by the Ministry of Economy and National
Institute of Metrology, Quality and Technology (INMETRO). Coming into force in
June 2021, this ordinance included, inter alia, several important provisions:

  • Establishing
a consolidated legislation for baby bottles and teats in the form of conformity
assessment requirements (Annex I) and specifications for the conformity identification
    seal (Annex II)
  • Requiring
conformity assessments to be carried out by a Product Certification Body (OCP)
that is established in Brazil and accredited by INMETRO
  • Requiring
suppliers to choose Certification Model 1b (batch testing) or 5 for conformity
assessment requirements – the Certificate of Conformity (CoC) for Model 5 is
    valid for three years
  • Requiring
certificates that have been issued to be evaluated against ‘the Ordinance’ in
    the next evaluation

Ordinance No. 216 required several
editorial changes to the list of complementary documents for the conformity
assessment requirements. To see an overview of this list, read SGS’s original
SafeGuard 126/21.

Stakeholders should be aware that INMETRO
and the Ministry of Economy have also issued a similar editorial amendment to
the ordinance for pacifiers – see SGS’s original
SafeGuard 108/21.
