EU Proposes New Restriction on Hexachlorobenzene

The European Commission (EC) has published
a draft regulation to set a limit value for
hexachlorobenzene (HCB).
The proposal has been issued under Regulation (EU) 2019/1021 on persistent organic pollutants (POP Recast
Regulation).

The EC website states that the draft
regulation has a limit of no more than 10 mg/kg for HCB. The EC will accept
comments until December 6, 2021, and, if accepted, it will come into effect
twenty days after publication in the Official Journal of the European Union
(OJEU). The new limit will facilitate enforcements.

When the POP Recast Regulation was
originally published in 2019, HCB was listed in Annex I without an
Unintentional Trace Contaminant (UTC) limit value. Since then, the EC has
determined that HCB is an impurity in various substances, mixtures and
articles, including chlorinated solvents, coatings, inks, paints and toners,
pesticides, wood and textile applications, as well as plastics.
