The European Commission (EC) has amended
Annex VI to Regulation (EC) No. 1223/2009 on cosmetics to amend the entry
concerning titanium dioxide and its nano form.
The EC published Regulation (EU) 2019/1857
on November 6, 2019, following opinion SCCS/1580/16 of the European Union’s Scientific
Committee on Consumer Safety (SCCS). The SCCS determined that face products
should display a warning against using products that contain titanium dioxide
and its nano forms on the lips. This is due to the potential harm that
manganese dioxide can do through oral ingestion (with the use of titanium
dioxide in its nano form in combination with Alumina and manganese dioxide).
Titanium dioxide and its nano form are permitted
as a UV-filter in cosmetic products. They may be used as a UV-filter up to a
maximum concentration of 25%. The nano form is not, however, allowed for use in
applications that may lead to exposure of the end user’s lungs by inhalation,
subject to the characteristics listed in the entry.

This change came into force on November
27, 2019.
