Brazil has published a Consolidated Technical
Regulation (CTR) that incorporates all the mandatory requirements pertaining to
jewelry.
Published by the Brazilian Ministry of
Economy/National Institute of Metrology, Quality and Technology (Ministério da
Economia/Instituto Nacional de Metrologia, Qualidade e Tecnologia) as
INMETRO Ordinance No. 123 of February 16, 2021, in March 2021, the CTR provides
clarity in the market for jewelry and costume jewelry.
Its
provisions include:
- Clarification on
scope:- Applies to jewelry and costume jewelry for adults and children
- Does not apply to internal components of wristwatches, and similar
items, that are inaccessible without the use of a tool
- Applies to jewelry and costume jewelry for adults and children
- Requirement to
conform to cadmium and lead limits:- Cadmium: less than 0.01% (100 ppm)
- Lead: less than 0.03% (300 ppm)
- Cadmium: less than 0.01% (100 ppm)
- Jewelry and costume
jewelry under the scope of the CTR are subject to INMETRO market surveillance - Suppliers are
required to furnish the required information within 15 days when requested by
INMETRO - Definition for ‘jewelry
and costume jewelry’, which includes components for the manufacture of jewelry

The CTR came into effect on April 1, 2021, repealing
INMETRO Ordinance 43/2016.
