Australia’s Government has implemented a
ban on testing cosmetic products on animals.
On July 1, 2020, Australia replaced its
National Industrial Chemicals Notification and Assessment Scheme (NICNAS) with
the Australian Industrial Chemicals Introduction Scheme (AICIS). This relates
to the introduction, either via importation or manufacture, of industrial
chemicals into Australia. On the same day, the Australian Industrial Chemicals
Act 2019 also came into force.
This reform effectively bans the testing
of cosmetic products on animals. It applies to all new cosmetic ingredients,
whether they are produced domestically or imported. Animal testing can no
longer be used to prove their safety. Instead, the reform allows for the use of
internationally recognized alternatives.
The prohibition only affects new
ingredients that are used exclusively in cosmetics. It does not impact cosmetic
products already on the market and new ingredients that have multi-functions
across different product categories are exempt.
This reform brings Australia’s regulations
into alignment with the European Union (EU).
